Ceylon. It is true that the words for Colonies or Protect- orates' are added, and that the intention of this addition was no doubt to include Colonies or Protectorates in which the officer had previously served, but, as the text of the paragraph stands, these words, grammatically construed, de not have the intended effect. They are still governed by the word 'such", and the distinguishing effect of the word 'such' is to include only Colonies and Protectorates from which the officer was transferred to Ceylon. What is needed as I read the paragraph, is that in line 5, the word 'and' should be substituted for the word 'such'.

There is another point, which, as it seems to me requires consideration, and that is the effect of service under the Government of Cyprus, Cyprus, at the time of my service there was neither a Colony nor a Protectorate, but a territory administered by the Crown in pursuance of a convention with the Turkish Government. Its officers were considered as being in the service of the Cyprus Government. What its present status may be I do not know but I question whether it is that of either a Colony or Protectorate. A similar question might arise in the case of an officer transferred from Palestine or any other territory administer -ed by the Crown under a Mandate from the League of Nations. It is possible that this question has been already consider- ed, as part of Mr. Bernard Senior's service was in the

Island of Cyprus, and it may have been determined that this service should be considered as service under the Imperial Government. Your Excellency may perhaps see fit to conside; whether words should not be added to the paragraph declaring that service under the Imperial Government shall be deemed

to include service in the Island of Cyprus or in any territ ory administered by the Crown in pursuence of a mandate from

the League of Nations, or whether as an alternative the word

should not be authoritatively so interpreted.
